I think you want a proximity detector rather than a motion detector. One
type  of promimity detector has an antenna aand once you get within a
preset distance it will sound the alarm. You might consider an infrared
beam that would be intersected by people leaning in too close. Try Radio
Shack for a lot of good security options.
