In addition to the safety requirements, something you may want to
reflect upon in drawing these guidelines include compliance with the
mandates of the Americans with Disabilities Act (ADA).  When you rule
out certain groups of people due to safety, are you disincluding
people who, but for a disability, are being denied the potential
enjoyment of the same venue.

Only you can answer that, since you know your site best.  However, I
am also subscribed to a list for ADA-Law, and I can tell you the
contingent of those concerned to ensure that the differently abled (as
opposed to disabled) have the right to the same enjoyment as the
commonly abled.

I don't know that you can necessarily modify the facility without
negating some of its historical value in order to achieve compliance,
but you may want to review the matter before guidelines are issued.

So far we have tried school grade (must be
in second grade), age (7), and height (must be able to reach hand
rails).
We also prohibit the carrying of children on the stairs by adults.

Legal advice indicates that waivers of liability would not be
effective, and in any case visitor safety is our first priority.
