Try looking at "Zero Administration" by the Full Armor company.
(www.fullarmor.com).  This program allows you to restrict access to ALL
files, including the Windows95 Start Menu.  I used this software to set
up our kiosk to automatically boot into the educational program.  If
someone tries to close out the program, they get an error message (You
decide what the message says, so BE NICE!).  At the bottom of the error
message is an "OKAY" click box.  Clicking on this box takes the user
directly back to the specified program.

FullArmor is cheap, yet very effective.  It took about an hour to learn
the software and set up the computer.  (Yes, I am a computer geek, so it
might not take YOU that long if you read the manual.)  It is so
effective that we haven't had a single problem with our kiosk, and it
has been getting apporoximately 500 different users each day for over a
month now.
