It seems to me that something that is improperly framed should be unframed
and rehoused in an appropriate manner if possible. It is not good  for
objects, textiles, or paper items to be left in mounts, frames, or
situations that may put stress on the item, or encourage degradation.

I can't help you with your request but I sure would be interested in any
answers you get - would you mind forwarding them to me?  We have just
acquired a 19th century sampler which was not properly framed and are
interested in finding out how to best preserve it.  Also, have you put out
