Try levying a separate admission charge to go to the top - it might deter
kids from going up alone without an accompanying adult.  They do this at
Durham Cathedral in England if you want to go up the tower steps, and it
doesn't seem to bother visitors, but it helps keep kids from tearing up and
down the rather narrow circular staircase.
