We have had good luck with trained volunteers opening, closing, and
staffing the building alone and our insurance company at the time didn't
have any qualms.  However, we experienced increased building usage and
the volunteers began to feel out of their element without a staff person
available.  We simply changed the hours of a staff person to enable them
to be present--didn't cost any extra, and the staff person appreciated
the flexibility.
