When I worked in a small retail shop (ballons of all things) we would package
cards ourself using shrinkwrap, a plastic wrap that will shrink around the
object when it is heated with a hairdryer.  The set up is not very expensive,
they even sell "home" units now so you can create custom gift baskets in your
own home.  Only thing you really need is the plastic and a hairdryer.  We had
the plastic in several colors and at least 2 weights - for the gift baskets.

Not sure who we ordered it from, but you could probably call a local party
supply, gift store and ask them where they get theirs.
