Well, it's the museum director's job to keep the process moving, I'd say.
If the museum has the money to have an administrative empire, then the VP
for whatever, or that person's subordinate, is the one responsible.

Ultimately it's the CEO who gets the blame......

.....and the architect's talent is stamped forever on the wonderful
design......
