You cannot lend the object with the eagle feathers.  There are no (count
them, NO) exceptions for the export of eagle parts for scientific purposes
(including museum exhibits).  Sorry. (You may also need a permit to
transport the feathers within the US if the bird was taken after the laws
went into effect).
