Not all documents are on line at the Libary of Congress.  Trust me.  A
lot of them, especially the older ones, are on microfilm, and you need an
out of print publication to find them!  Oy vey.   Through the Library of
Congress web site, for the current two years, you can find bills & their
text in Thomas. For stuff going back to '72, you need to access the stuff
through LOCIS, and you need a telnet communicator, aargh!  I guess you
can tell I'm a little irked.  But never fear.  I will make my computer
talk to LOCIS yet.
