Dear Margaret,
I strongly recommend you consult a paper conservator.  Damp paper can
be fragile and delicate.  It is essential that you get an expert to see
and assess the problem before you do anything. If the paer is damp you
should not use the draft clean pads or put in sunlight.  If there are any
delicate edges they could be further damaged in the wind.
