You may wish to contact the J. Paul Getty Trust, which has developed a
very thoughtful policy by their Rights, Reprints, and Reproductions
Committee, called the "Reproductions and Fulfillment Recommendations".
There also is available a software program that was developed for stock
photo houses that "interviews" you for the types of use to determine
appropriate fees and licensing.  It's in use by the Huntington Library
and Jennifer Watts, the photo curator, can provide further information.
