Florida State Parks, among many other public agencies, compete to
sugment scarce human resources by utilizing unfree labor of 2 types:
work crews of inmates and individuals sentenced to community service.
Many parks have historic house museums, interpretive centers, or
museums of other types.  My bureau actively discourages employment of
persons in both the above groups within or close to thse facilities.
We simply do not want to create mutually intolerable conditions.
