Try the Towner Art Gallery and Museum in Eastbourne (UK)  Tel: +44 (0) 1323 417961.  They went over to paid admission about two or three years ago but had to return to free admission after about a year because of public response and visitor falloff (we have a very strong culture of free museums here in the UK).
