It is the task of government to collect money from people all over and
send it everywhere else.  Lots of things are going to be funded in
specific locations.  The point has already been made that New York City
may not benefit from wheat subsidies (for Hastings).

With respect to the dance company, most likely the grant is going to allow
it to go on tour, so once again, the agency is supporting access.

Also, about 40% of NEA funds already go directly to state and local arts
agencies.
