<the inefficiencies, unproductivity,... of the government sector>  I
suspect that inefficiencies and productivity  exist and vary in every
large organization.  Clearly, in a small business there is no place to
hide waste.  Government has the, unavoidable, factor of everyone looking
over their shoulder.
I think the real question on the NEA, NEH, IMS type agencies is, should it
be the task of the Government to collect money from people in, say,
Hastings, Neb and send it to a dance company in New York city-a company
most folks in Hastings will never see? If you look at where grants go-They
are pretty much bi-coastal not much money from Chicago to Calif.
