As a follow-up to my previous post in this thread, I have just
remembered that there was a special issue of _MDA information_, vol.2
no.3, March 1997 (published by the [UK] Museum Documentation
Association) devoted to geographical information access in museums.

This includes an article by Patricia Harpring of the Getty Information
Institute entitled "Proper words in proper places: the Thesaurus of
Geographic Names" (pp.5-12) that describes the TGN approach and says
that publication is now scheduled for "late 1997".
