Do you mean museums that don't own objects or museums that don't
exhibit objects?

Lifetimes at Croydon Clocktower is probably the museum in the uk to
recieve the most coverage for not having a collection (though
actually they do own some stuff) - they decided what themes they
wanted to cover & then looked for people with relevant items that
they could borrow.
