I realize that a FULL PAGE (that's emphasis, not shouting) of all
capitals can be difficult to read, and therefore annoying, but
just because "someone" decided to call this "shouting" doesn't
necessarily make it so.

Other punctuation tells me other things.  Plus signs, for example,
tell me to add things; underscores are equivalent to italics, etc.

Personally, I prefer the current, more common-sensical, approach of
conveying emphasis by the JUDICIOUS use of capitals.
