The moccasins taken from a person dead on a battlefield
certainly sound like they're NAGPRA eligible to me, at least
for notification and consultation, if not repatriation.  The
NPS just issued draft regulations related to the penalties
museums pay for non-compliance (Federal Register, Monday,
January 13, 1997, pages 1820-1823).  Read the regulations at
43CFR10, and talk to your lawyer about NAGPRA so he/she
reads the regulations.  Call or write the Departmental
Consulting Archeologist's office in the Department of the
Interior if you have questions;  they wrote the regulations,
and are nice, helpful folks.  They are:
