Unless you have the staff to deal with the security issues of having your
own equipment directly attached to the Internet, I would STRONGLY suggest
using an Internet Service Provider to host your site.  I've seen rates as
low as US $25 to $35 per month for a site with your own domain name.
Network security requires a lot of knowledge and you never know how safe
you really are until something happens.  If you use a hosting service, your
institution's computers are so much safer because they are isolated.  Even
if the hosting service is attacked, you can just upload your stuff again.
