I think that the Board ought to be able to ask the staff to rate/evaluate
the director on an annual basis, since technically doesn't the Board employ
the director?  and doesn't the Board deserve to know if there is any
unethical, damaging, or illegal behavior?  I don't mean petty personality
conflicts, but really bad stuff or (perish the thought) the director being
just plain incompetent.  I know of a museum where the director really was
incompetent and it took several years for the Board to be made aware of it,
because they didn't ask the staff and the staff felt unable to go to the
board with their concerns.  The director eventually "resigned."
