Its a free-standing structure that houses or supports something like a
computer or TV kiosk or a poster kiosk.  Usually larger than a pedestal (or
plynth,in Australia).  Webster's defines it as "...a small light structure
with one or more open sides used esp. as a newsstand or a telephone booth."
