You might want to contact the Jersey City Museum, 201-547-4514.
(Note: my facts may be a bit fuzzy, so call to confirm)
They have an excellent summer program where urban teenagers, who recieve
welfare, are taught basic design skills by a local artists and are paid for
the summer to design an anti-drug billboard. What is also very interesting
about this program is the local financial support for this program. All of
the funds are from confiscated drug money, so there is plenty of $$$. In
addition to that Gannet Outdoor provided 30 bill boards and NJ Transit
supplies bus and train ads. The children are placed in the program though a
local program to help children who recieve welfare benefits get summer jobs.
At the end of the summer they have several projects in addition to the bill
board that can be compiled into a portfolio if they have an interest to
further pursue the arts.
You may also want to contact the education department of my institution,
212-831-7272. However we do not make the distinction of having one program
for the "advantaged" kids and a different one for the "disadvantaged".
On a final note, if you provide programs that are of interest to your target
audience, they will come.
Good Luck,
