The OMD does in fact have an index of institutions by collection type.
"Transportation" is a separate category and includes a large number of
railroad museums.  Whether it is "comprehensive" or at any rate more
"comprehensive" than other listings, including the web sites mentioned in
many posts, I don't know.

OMD also lists the Association of Railway Museums.
