 For either a public domain photograph or a photograph for which I
control the rights, I would not charge a nonprofit organization any fee
at all for exhibition or publication use, although I would request
reimbursement of any cost to us. At the National Museum of American
History, we charge reproduction fees only for commercial use. But if the
photograph is not in the public domain and we know we don't control
copyright, we ask the user to assume responsibility fo r obtaining
permission from the copyright holder. If I know who the copyright holder
is--especially a living photographer--I will not release the work for
reproduction at all, but will refer the user to the photographer.
