If all you have is 80K then paying for the director and at least a part
time secretary assistant is what I would do.  The rest of the money I
would save for consultants (mostly local) because the kinds of help you
need is not linear and does not encompass one specialty.

There is architectural program planning, budget preparation, timelines
not to mention working with the board about mission and its
ramifications.  There is the costing of rehab, and the projected cost
of operating expense.  There is the assessment of the market, the
potential number of visitors and the possible amount of revenue
generated.

All in all, there are people in the town who have expertise in each of
these questions and who can help but no one person who can do it all.
