At Tuesday's major international conference on art theft in London the
University College, London senior law professor Norman Palmer in chairing
a session on legal issues offered the following memorable comment on the
illicit trade in antiquities:

     Dr Johnson once said: "The antiquity of an abuse is no excuse for
its continuence."  The same should be true for the abuse of antiquity.
