Hi, Anne!

My $0.02:  group the IT people wherever you have the other people who
maintain your computers.  Have them design the technical specifications and
have marketing, education, etc. submit the content.  Marketing could control
the overall "look" of finished pieces, but to have IT people subordinate to
Marketing would be an error.
