This is not a flame.  In the scenario you described, shouldn't the upper
admin. notify the proper authorities (law enforcement), especially if they
already know the suspect(s)?  For example, if a teacher is suspected of
molestation, she is reported to social services or the police are called.
The other teachers are not *tested* for pediophilic (such a word?)
tendencies.
