Eileen -- Just to let you know that at least one person out here in Cyberspace
understands and appreciates the tenor of your comments.  There is a facile
tendency to reflexively accept the notion that public or private institutions
have no granting function and/or that offering services pro bono publico
is somehow prodigal -- baloney.
 
Being fiscally responsible does *not* equate with charging fees for all
services.  (Is it necessary to point out that there are highly deserving
members of our communities who have neither the tradition of using our
services nor the ability to pay for them?)
 
[On the other hand I can't resist citing the blues refrain that goes:
"I know I got what it takes but it breaks my heart to give it away..."]
