See if you can borrow a "bin vibrator" from an industrial supply place, or
maybe you know somebody that works at a plant that uses them.  They are
simply an electric motor with a weight that is seriously out of
balance-when the motor runs, they vibrate furiously.  If you can attach
one to the safe (perhaps with ratchet straps) the vibes may unstick the
fence.  The smaller ones probably won't scramble the contents of the
safe....  

Anything that produces a healthy low-frequency vibration would do the same
thing.  Rubber mallet might be plan B.

Ok.  After trying all the suggestions and doing a little research on how
the mechanism works, I think the "fence" might be stuck.  It should drop
down when the wheels align, and I don't hear the characteristic sound of
it dropping that the websites all say you will hear.  Any idea how to get
it "unstuck"?  Any other idea of what else it could be?
