Excellent question.
You may want to also contact our library cousins, who have been dealing with this subject for many years.  Almost every public library -- across this republic -- have been dealing for decades, with children being dropped off, sometimes for the entire day by parents and other "caregivers."
Back in the late 1980s there was an article in the NY Times about this issue.  Here is a link to the article......
