Debra,

You may want to contact your state historical agency and the
Winterthur Museum/University of Delaware.  The staff at the Winterthur
are very knowledgeable about disaster recovery.  Some of them came
down to Mississippi after Katrina and held a workshop that was one of
the best I've ever been to.
