I have a suggestion for you. Most areas have geocaching clubs or
organizations now, and they would be a valuable resource for this.
They can help you with unit selection, best pricing, as well as
providing technical assistance.
You might want to try:

This gives you a great way to perhaps link and collaborate with other
organizations.
