If he has a lot of tapes, the Sony DVDirect comes very highly 
recommended.  It's not the cheapest solution, but I think it's 
probably one of the easiest. I have not personally used it, but I 
have a trustworthy reference who claims it is the easiest path from 
camera to disc he has used.

If that's too expensive, stand alone home DVD recorders can be found 
for well under $100 and most will do the job fine, though I would 
recommend sticking with an old-line brand name.  Panasonic and 
Pioneer have excellent reputations for their burners.

Using PC based software has a significantly steeper learning curve, 
especially if you've never worked with firewire video before.  Making 
DVDs, even with the simplest software, requires some basic 
understanding of computer based video and DVD authoring.  That said, 
the iMovie and iDVD combo on the Mac has a fantastic reputation and 
is probably the easiest software solution.  Consider Adobe Premier 
Elements on Windows.

Yes, there is free and open source software that can do the job, but 
it's not for the faint of heart.
