We are looking for a web designer to help us complete the museum's
website plus add several features to it.  The website address is
www.hrnm.navy.mil. 

Specifically, we need to do the following:

1) create a uniform look throughout the website based on the look of the
website's front page.
2) clean up certain parts of the website to make them look more inviting
and easier to access (see the education page at
www.hrnm.navy.mil/hrnm3.html and www.hrnm.navy.mil/daybook.html as
examples)
3) create a new section called the USS Cumberland Center.  The USS
Cumberland was a warship sunk in Hampton Roads and the artifact
collection is one of the museum's signature collections.  The "Center"
would have things like a photo catalog of the collection, an interactive
ship plan showing where the artifacts would have been used on the ship,
an interactive history of the ship, online resources such as the ship
surgeon's record book, and flash/java-script games based on the
operational history of the ship.

There are few items to be aware of ahead of time:

1) We are a U.S. Navy museum and must follow U.S. Government procurement
rules (i.e. there is a maximum amount for sole source contracting and
credit cards are the preferred payment method)

2) The U.S. Navy server that hosts our site requires all URLs to be in
lower case letters due to some security rule that has never been
explained to us.

3) All files can be only be uploaded from a computer here at the museum
(once again due to security rules).

4) We will be soliciting proposals from several different web designer
vendors.
