ContentDM is prohibitively expensive for a small organization.

Check out Open Collection, which is open source and web-based and 
pretty neat:  http://www.opencollection.org/

Check out Greenstone - it's open source (free!) and the web site has 
lots of example of how it is being used. http://www.greenstone.org/

Also, ContentDM is a great software package. I'm not sure how much it 
costs, but I've used it in the past with great results.

The Iowa Digital Library uses ContentDM for a lot of digital collection 
projects.
