If you mean you want people to be able to look at/search the PDF on their computer via the Internet, but not be able to download the file, then no, it can't be done. If you can see it on your screen, it's already been downloaded - that's how it works. And as for printing, if you can see it on screen (and it's text) you can select the text, paste into a blank document and print it. At the worst you can make a screen capture and print that. Though I find it hard to see why do you even want to do this?
The short answer, as ever, is that the only way to prevent stuff being downloaded (or copied, or printed) is not to put it on the Internet.

Hi everyone,
We are working on a scanning project of old medical journals and have created PDF files that are OCR for our researchers. We have it locked so it can not be printed but I am looking for a way to lock the PDF file from being downloaded from our website. Can this be done? It there another format that we can use that will allow are researchers to still search the text? HELP :)
