I think you may have missed the point of the original post.

Ms. Loguda-Summers IS doing whatever possible to make the information she holds available to researchers, while protecting the integrity of the collections in her care.  This is a responsibility many of us on this list share, and are constantly striving to improve our means of doing so.

The situation you cited is unfortunate for your colleague;  however, due to the anonymity which you had to maintain, it is extremely difficult to judge the actions of the institution in question.  It may have been a private archives, in which case they are free to set their criteria, and not obligated to work for the public benefit.  They may have been short-staffed, or occupied with meetings or other pressing projects, and thereby unable to give your colleague more than one day on short notice, regardless of how many other users were at the institution at the time.  There may have been restrictions on copying of the materials imposed by the originators, and not due to the policies of the institution.

And, rest assured, there are very few archives and museum professionals who have schedules anything approaching "open-ended time."
