IMLS Requests Proposals to Study Free Access to Computers, the Internet,
and Related Services at the Nation's Public Libraries

Deadline: September 14, 2007

Washington, DC--The Institute of Museum and Library Services (IMLS)
invites proposals for a cooperative agreement to examine the social
value of free access to computers, the Internet, and related services at
the nation's public libraries.

Since the 1990s, public libraries have provided free access to the
Internet and computers with support from government and private
foundations. But, so far, little research has studied the impact of this
access. IMLS' cooperator will examine the impact of free access to the
Internet and computers on the social, economic, personal, professional
well-being for individuals, families, and communities. The IMLS project
will be carried out with support from the Bill and Melinda Gates
Foundation.

Organizations eligible for the award include:

*	All types of libraries, except federal and for-profit libraries,
*	Institutions of higher education, including public and
not-for-profit universities and colleges,
*	Professional associations serving the museum and library fields,
*	U.S. non-profit organizations with tax-exempt status, including
museum and library service organizations and research organizations, and

*	State and local government agencies and tribal governments.

IMLS welcomes proposals that represent collaborations or partnerships
between eligible
organizations.

IMLS anticipates awarding only one cooperative agreement, which will be
announced in October 2007 and will last for 18 months. The award amount
will be up to $1,000,000.

The program announcement is available on the IMLS Web site at
www.imls.gov/pdf/ComputerAccessStudyRFP.pdf and through www.grants.gov,
Funding Opportunity Number GF-CA-07, CFDA Number 45.312. Proposals must
be submitted through Grants.gov no later than September 14, 2007.
