I have an Epson 4990 that does everything - prints (books, magazines, photos etc.), negatives & positives, and has holders for 3 x 5, 2 x 2 and filmstrips.   It is easy to work, and can produce high quality scans.  The apparent current version (Epson Perfection 4490 office) appears to do all the same things and sells for under $500, possibly less if you shop around.
