Hello,
The New York State Office of Cultural Education, which houses the State

Archives, Library, Museum, and Public Broadcasting is about to embark
on the 
construction of a new collection storage and research center. 
For base line budget discussions I need to come up with operating costs
for the first several years.

Can anyone provide any advise or point me in the right direction?
I would greatly appreciate it.
