Jennifer mentioned that her museum had a "strict policy" about not accepting
money from tobacco companies, etc. 

Of course it is the governing body, such as a board of directors that
determines policies. As such, the board would have responsibility for
defining "unethical" and ideally would do this in connection with the
museum's established mission, vision and values-- hopefully especially the
latter.

So for many museum staffers, this kind of determination may be a matter that
is out of our hands. We can have strong opinions and try to guide, but
ultimately we can't set policy.

I'm curious about this... "unethical companies"...what and who
determines that?  Just because they sell a product you do not approve
of, does not make them unethical.  I am not a smoker and don't advocate
smoking, but since when have tobacco companies, in general, been deemed
unethical?

My site has a strict policy of not accepting any money from tobacco
companies or unethical companies in general. In fact, I would really
think twice about patronising a museum that did. Sorry.
