This topic is often addressed in publications targeting Collections Managers
and Registrars. You might reference a couple of standard publications for more
details on the museum's rights and responsibilities. I recommend:

The New Registration Methods, edited by Rebecca A. Buck & Jean Allman
Gilmore, published by the American Association of Museums

A Legal Primer on Managing Museum Collections, 2nd edition by Marie C. Malaro
Smithsonian Institution Press (Available through the AAM bookstore)

AASLH also publishes a book on Museums and the Law that you might find
helpful.
