Stephen and Anna,

I agree with Stephen's two recommendations - dpreviews.com for the review 
and a CANON Rebel ( or EOS 350 D as we know them in this part of the world).

Where I differ, is that I would never strap on a Tamron lens to the body.  A 
camera is only as good as its lens.  Go with the proper CANON EF series of 
lenses and if you buy a kit, it usually comes with a 18-55 mm zoom lens, to 
which I would add one other -  a 70 to 210 zoom ( or similar)

I use a Canon EOS camera myself and they are light,versatile and about 8 
megapixels at last count. Excellent resolution and if you wish to gauge the 
results have a look at my site www.worldlense.com as all the photos there 
were taken using the CANON

The best site on the web for reviews is dpreviews.com they have very
detailed reviews and comparisons and links to retailers.  As for
recommendations we have been using a Digital Canon Rebel with a better
quality Tamron lenses for two years and it is a surprisingly good camera
for the money (I think in the US it sells for under $900.)  We have used
this for publication quality images with no complaints.  Mind you if you
spend more money you get better stuff but the whole diminishing returns
thing starts to happen, eg Nikon D 200 or Canon 5 D with their high end
lenses costing 3-4,000 more then the Rebel.

But no matter what your budget you should visit the dpreview site it is
very helpful.
