You might want to try contacts for the NPS's Harper's Ferry Design Center -
that is usually where things like films, brochures, exhibits are produced
in house. They could probably find out where the image came from.

Subject: Contact at NPS
We are working on a new brochure here and the designer really likes an
image of Haym Salomon that we found on a National Park Service website (
http://www.nps.gov/revwar/about_the_revolution/haym_salomom.html). She
has her heart set on using this image so I am trying to get permission
from NPS, but can’t get a hold of anybody. I’ve tried emailing them
through their “contact us” link but haven’t received any response. Is
there anyone on the list from NPS who could point me in the right
direction? Thanks!
