When I worked at a museum, I required the Interns to dress professionally.  
No holes in the clothing, no t-shirts, but nice pants or skirt and a nice 
button down shirt were to be worn.  I never had a problem with the interns.
The volunteers were required to wear the polo shirt and khakis and I did 
have problems with them.   Often, the shirts were unkept (stains, holes, 
ect) and the khakis were just as bad!  I did set more clear guidelines but 
it rarely helped.
