This is a tough question, and I would say the answer is different based on what you are willing to risk. The situation also depends on how long this has been going on and perhaps how much you are volunteering. The hiring process can be a long and drawn out one for many institutions that have not undergone major changes and can be even longer for an institution that is in the middle of a restructure, so maybe things are just moving slower than you would like. Of course there is always the risk of not wanting to "buy the cow when they are getting the milk for free." If this is the case you can either confront them directly and risk burning bridges or you could possibly start scaling back your volunteer hours and hope they see how much they need a full time person, and then hope that full time person will be you, because while you certainly have an advantage there is no rule that says they must hire you. However, if you are seeking employment else wear in the museum world you might want to stick it out because it will look good on your resume as well as them being a good reference for you. If you are looking other places you might want to mention that too so the museum knows they might loose you.
