If you let me know which county (or town) this museum is in (off list if
you want), I can send you the contact details for the museum's development
officer (many counties have them now, thanks to local goverment or
Renaissance in the Regions/Hub funding.

If it is in an area not covered by a museum development officer, I can tell
you who the Hub lead is covering that area.

In my own county (Surrey) I will be able to tell you the situation of the
museum (e.g. volunteer-run or salaried staff, Acredited/Registered or not,
and so on).

As other correspondents have pointed out, ignorance is possible, but lack
of resources to achieve minimum standards of collections is equally likely.
Never mind one crumpled textile (although loss of one object is one loss
too many) - there are entire museum services under threat of closure.
